Procurement Network (ProcNet)

The Procurement Network (ProcNet) is JM&L LCMC's Electronic Commerce Home Page on the World Wide Web (WWW) for unclassified procurement actions. Procnet includes digitized forms and drawings that can be accessed and downloaded by interested contractors. To date, it has been well received by Industry and Federal Goverment for being one of the leading the edge of electronic commerce technology. Tools (hardware and software) needed to access ProcNet or surf other WWW sites are also identified. ProcNet can be accessed via the WWW using the following address: http://procnet.pica.army.mil


WHAT IS PROCNET?

  • Introduction: ProcNet stands for Procurement Information Network. It is a World Wide Web (WWW) server for Electronic Commerce (EC) on the Internet.
  • Goals:
  1. Enhance information sharing.
  2. Provide linkages with other sites (government/private industries, colleges/universities, research laboratories.
  3. Reduce procurement cycle time.
  4. Establishe a paperless office.
  • Advantages:
  1. Friendly and easy to use graphical user interface.
  2. Instantaneous document retrieval.
  3. Easy document cross referencing.
  4. Interfaces with commercial off-the-shelf Windows software and newest technology with tremendous potential for growth.
  5. Upgrades transparent to users.

WHAT CAN PROCNET DO?

  • Publishes market investigations, surveys for products, subcontracting opportunities, and sources sought notices from the Federal Business Opportunities (FedBizOpps) and Army Single Face to Industry (ASFI).
  • Publishes solicitation and award notices from the FedBizOpps and ASFI.
  • Issues public announcements and notices of Advanced Planning Briefings with Industry (APBI) announcements.
  • Issues Draft Requests for Proposals (DRFPs).
  • Issues Requests for Proposals (RFPs).
  • Receives Proposal Submissions.
    • Issues contract awards.
    • Shows design drawings and specifications.
  • Provides attached, digitized forms.
    • Applies digital signature on all electronic solicitations.
    • Provides access to procurement regulatory and statutory resources (i.e. FAR, etc.).
    • Allows contractors to register to receive automatic e-mail notification of any solicitation amendments for those solicitations they downloaded.
  • Generates Bidders Mailing List.
    • Links to Debarred Bidders List.
    • Provides usage statistics and graphs.
  • Provides computer-to-computer enabled application
    • Links to other government systems (i.e. FedBizOpps, ASFI).

WHO CAN USE PROCNET?

ProcNet is open to the public.

PRESENT USAGE:

As of 1 Oct 95, all unclassified Picatinny Contracting Center’s solicitations are released to Industry using ProcNet.
